NOTICE TO BIDDERS

Notice is hereby given that sealed bids will be received by the Borough Clerk of the Borough of Franklin, County of Sussex, for the following service: SOLID WASTE AND RECYCLING COLLECTION AND DISPOSAL FOR THE BOROUGH OF FRANKLIN. 

Bids will be opened and read in public at the Franklin Borough Municipal Building, 46 Main Street, Franklin Borough, Sussex County, New Jersey, on May 9, 2008, at 10 a.m.  The Borough will award a contract based upon the bid submitted by the lowest responsible bidder. 

Specifications and Forms of Bids for the approved work may be obtained by prospective bidders, during business hours, in the office of the Municipal Clerk, at the Franklin Borough Municipal Building, 46 Main Street, Franklin, New Jersey.  Payment of $ 23.50 required for the cost of the bid document package is non-refundable. 

Bids must be submitted in standard proposal form and must be enclosed in a sealed envelope with the name and address of the bidder on the outside addressed to the Patricia Leasure, Clerk, Borough of Franklin, 46 Main Street, Franklin, New Jersey 07416, to be accompanied by a cashier's check or bid bond made payable without condition to the Borough of Franklin in an amount not less than 10% of the amount of the bid, but not to exceed $20,000 as per N.J.S.A. 40A:11-21.  The Borough will not be responsible for late mail deliveries and no bids will be accepted after the time stipulated in the NOTICE TO BIDDER. 

Bidders are required to comply with the requirements of N.J.A.C. 17-27-1 et. seq. regarding discrimination and affirmative action. 

The Franklin Borough Mayor and Council reserves the right to award a contract in its sole discretion and further reserves the right to reject any and all bids, waive irregularities, and decide as to the responsibility of the bidders, and make an award on a lump sum basis.
