WORKSHOP MEETING OF THE MAYOR AND COUNCIL

PLEASE TAKE NOTICE that the Franklin Borough Mayor & Council have scheduled a workshop meeting on Tuesday, September 21, 2010 at 6:30PM at the Franklin Municipal Building, 46 Main Street, Franklin.  NO FORMAL ACTION WILL BE TAKEN.

RECREATION COMMISSION

The Borough of Franklin is looking for two volunteers to serve on the Recreation Commission.  As a member you will be instrumental in the planning and implementation of various children's activities and family events such as "Franklin Day".  Meetings are held once a month at the Municipal Building, 46 Main Street at 7:00 PM.   If interested, fill out and return a volunteer application available on the Borough Clerk's webpage.

NJ STATE SNOW REMOVAL LAW

In 1999, then Governor Whitman signed into law P.L. 1999, Chapter 182, (N.J.S.A. 39:4-207.9).  Also known as the "Snow Removal Law," it requires owners and operators of parking lots to remove snow, ice and other obstructions from accessibility parking spaces, access aisles, ramps and other improvements designed to provide accessibility for persons with disabilities.  The owners and operators must remove the snow and ice within 48 hours of occurrence or be fined $200.00 to $500.00.

BOROUGH  SNOW REMOVAL ORDINANCE

The owner in actual possession or tenants occupying premises and lands abutting or bordering upon sidewalks along the public streets, avenues and highways of the Borough shall remove or caused to be removed from the sidewalk in front of or bordering on their lands all snow and ice for a width of at least two feet along the sidewalks and shall cause all snow and ice to be removed from such sidewalks for openings from such paths to the public street within 12 hours of daylight after the same shall have formed or have fallen thereon.

If the owner or tenant of any such premises shall fail to remove said snow and ice as provided in Subsection A above, the removal of such snow and ice may be performed by the Borough. The cost of removal from any sidewalk, gutter or public highway by the municipality shall be certified to the Borough Council by the officer in charge thereof. The Council shall examine such certificate and, if found to be correct, shall cause such cost to be charged against such real estate so abutting upon such sidewalk, gutter or public highway, and the amount so charged shall thereupon become a lien and tax upon such real estate and be added to and be part of the taxes next to be levied and assessed thereon, and enforced and collected with interest by the same officers and in the same manner as other taxes.

NO OVERNIGHT PARKING

There is no overnight parking permitted on any street within the Borough of Franklin from November 15th through April 15th to allow for snow removal.  This ordinance will be enforced.
